Is not homeschooling worth reporting a friend?

I’ll try to keep this short and sweet… I have a friend who had a child in a bad marriage around 10 years ago. When the kid, let’s call her Ruth, was first born, they weren’t vaccinated (not illegal, but I digress) and my friend has been a single parent since the child’s first birthday. Fast forward a few years to when Ruth was supposed to start school. My friend decided that it was best to homeschool Ruth themselves. Cool, that's fine people do it all the time. Ruth’s parent who still has custody of them also never graduated from high school, dropped out as a junior or sophomore. Anyways.. the last few years I’ve noticed that my friend will send me Snapchat pictures of themselves at noon or later every single day, where they look like they just rolled out of bed, which after so long, has made me wonder if the homeschooling is actually happening. After all, Ruth isn't even 10 yet and I'm sure needs guidance… Their family has been known to do things under the table to fly below the radar, and I feel like I've been put into a weird situation. I care for the family so much, but that's what’s got me worried about Ruth. I'm afraid she's not getting the proper education she needs. Is this worth contacting local CPS anonymously to let them know? I could also be worrying about business that's not mine, but it's hard to ignore when it's people you love.
